The only way to discover the condition of a battery is to test it. If you find the battery is low or even dead, you must determine if  the battery is still good or has failed and needs to be replaced.  A battery is considered good if it can deliver the rated amount of amps on demand and if it can accept and hold a charge. 

If it cannot or will not accept a charge or it cannot supply normal dosage of amps, replace it.   This can be due to a cell deterioration or damage. A good battery can be recharged and used again but a bad battery must be replaced.  Use a voltmeter to check the charge in the battery, even if it has a built-in charge indicator.   

This is done because the built-in charge indicators will be able to read only one cell and a battery has six cells. If other cells are bad, the built-in indicator will not show you that. 12.6 volts is the reading of a fully charged battery. A 75% charge will show a reading of 12.4 volts. Anything less that that tells you the battery needs to be recharged. To prevent deterioration of the lead plates inside, lead-acid batteries must be maintained at or near a full charge.
